Can a business in PA, that does not have a no short etc. sign posted refuse entry to barefoot customers.?

I was under the impression that a company had to have a no shirt no shoes no service sign posted out front before they could refuse entry to people not wearing proper attire. My co-worker says otherwise. Please settle the debate and please provide a link or something proving the point.
