Can you use Hydrogen Peroxide as mouthwash?

I was told that you can use hydrogen peroxide as mouthwash to make your breath better. It says - aids in the removial of phlegm mucus or other secretions associated with sore mouth. - so does this mean that its safe to use as mouthwash?
